Typically, this is caused by some Internet Security Software. It has been discovered that Kaspersky has an option called "Kaspersky Security Networks" enbedded in later versions that needs to be turned off. Go to the section that looks like the picture below and disable this feature. Once completed, you will need to restart the device for the settings to fully implement.
